YBrs. Puan Norsham Abdul Latip

Non-Independent Non-Executive Director

Puan Norsham binti Abdul Latip was appointed as a board member of MDV on 7 January 2026. She currently serves as a Non-Independent Non-Executive Director of MDV.

Puan Norsham has over 27 years of experience in conservation, environmental management, biodiversity and forestry, biosafety, and pollution control. She holds a Bachelor of Management (Hons) from Universiti Sains Malaysia, a Diploma of Public Administration from the National Institute of Public Administration, and a Master of Environmental Management from Universiti Kebangsaan Malaysia.

She is currently the Deputy Secretary-General (Technology Development) at the Ministry of Science, Technology and Innovation (MOSTI), where she leads initiatives to foster innovation, strengthen collaboration, and implement national policies such as the National Science, Technology and Innovation Policy (DSTIN) 2021–2030. She has also championed flagship programs including NICE 2025 and international collaboration efforts.

Throughout her career, Puan Norsham has held senior positions across multiple ministries and department, including the Ministry of Natural Resources and Environmental Sustainability (NRES), the Ministry of Natural Resources, Environment and Climate Change (NRECC), the Ministry of Energy and Natural Resources (KETSA), the Ministry of Natural Resources and Environment (NRE), the Ministry of Primary Industries (KPU), and the Department of Biosafety. Her leadership and expertise continue to shape Malaysia’s sustainability and innovation agenda.
