Julinah attained her Bachelor of Commerce and Administration degree, majoring in Economics and Commercial Law from Victoria University of Wellington, New Zealand. The subjects that she had pursued to advanced level during her studies ie administration, commercial law and economics, collectively form a useful specialization in public policy. Whilst studying for her degree, she had the opportunity to do her internship at Wellington Newspaper Ltd, New Zealand in the Credit Control Department.
Julinah has cumulatively over 27 years of experience, working in the banking and financial sectors. She started her career in the Foreign Exchange (FOREX) and Money Market with the renowned KAF Group. After a short stint of 2 years plus, she joined RHB Bank, where she ventured into Commercial Banking.
In Year 2000, she joined Credit Guarantee Corporation Malaysia Berhad (CGC). She progressed through the ranks in a period that spanned 17 years. Her last position was as Head of Department for Loan Monitoring & Rehabilitation where her main task was to manage the asset quality. She was the key personnel involved in developing the loan management system for conventional and Islamic financing. She was also in the core working team tasked with formulating the former Malaysian Financial Reporting Standards (MFRS) 139 and the latest MFRS 9.
